Those who unlawfully exploit people's money must repent and return the funds to their rightful owners, or, if unable to return them, spend them on general Muslim welfare. The money of disbelievers, including those under covenant (mu'ahid), those granted protection (musta'man), and dhimmis, is sacred and must not be stolen. Even if a belligerent disbeliever enters Muslim lands under a guarantee of safety, or a Muslim enters their lands under such a guarantee, their money must not be تعرضed to. Citing the Battle of Badr is not applicable here, as that case involved the wealth of a belligerent disbeliever whose covenant had been broken. It is impermissible to take the money of disbelievers through treachery or in a state of security.
