Should what happened to the two graves be considered a dereliction of duty that necessitates halting the work, or can the principle of necessity be invoked to complete it?

If graves have disintegrated and turned to dust, then it is permissible to utilize the graveyard for construction and agriculture, including building a sports stadium, provided that the sport adheres to Islamic guidelines. However, if the graves have not disintegrated, and there remains a trace of the deceased, such as bones or other remains, then it is not permissible to build a stadium upon them, because the sanctity of the dead is like the sanctity of the living, as the Prophet, peace and blessings be upon him, said: "Breaking the bone of a deceased person is like breaking it while he is alive." If the intent of "we reburied their dust" means that the graves have disintegrated, then the ruling is as mentioned. But if the intent is that the excavation did not reach the bones, despite their presence, then in that case, it is obligatory to refrain from utilizing those graves.
