Is it permissible to take from the money that a son gives his father monthly, while the son is in need of this money and the father refuses to allow it?

If the father is in need and has no money, then it is obligatory for you to spend on him. However, if he is not in need, it is not obligatory, though spending is commendable as it pleases the father, for the Prophet, peace and blessings be upon him, said: "The Lord's pleasure is in the parent's pleasure, and the Lord's displeasure is in the parent's displeasure." It is stipulated that this should not affect your obligatory expenditures.
