The answer

What is below the ankles of the izar (lower garment) is in the Fire. And Allah will not speak to, look at, or purify the one who lets his garment drag (al-musbil) on the Day of Resurrection, and he will have a painful torment. As for isbal (letting the garment drag) in the izar, shirt, and turban, Allah will not look at the one who drags any of it out of conceit. In fact, Allah will not look at the one who lets his izar drag even if he does not intend conceit, because the izar of a Muslim is to mid-calf. There is no harm in what is between that and the ankles. But what is below the ankles is in the Fire. Isbal applies to both men and women, except that women may let their garments down by a cubit to cover their feet.
