The answer

It is permissible to sell foodstuffs during the daytime in Ramadan, except to one who is known or strongly presumed to intend to eat them during the daytime in Ramadan without a valid excuse. In such a case, it is forbidden to sell to him, as this would be assisting in sin, unless refraining from selling would cause harm to the seller. In that case, there is no blame upon him for selling, due to the hadith: "There should be no harm nor reciprocating harm," and because "Harm is repelled to the extent possible."
