This is because the conjunction "wa" (and) implies association and partnership, and the Prophet, peace and blessings be upon him, forbade saying: "What Allah wills and what so-and-so wills." He guided us to say: "What Allah wills, then what so-and-so wills." The conjunction "thumma" (then) denotes sequential order with a delay.
