The is to pray over the deceased in the funeral prayer area outside the mosque. However, there is no harm in praying over them inside the mosque. As for someone who missed the funeral prayer with the congregation, it is better for them to pray over the deceased before burial. If they are unable to do so, they should pray over them after burial, as it has been authentically reported that the Prophet, peace and blessings be upon him, prayed over a grave.
