Is it considered an innovation (bid‘ah) not to complete a full recitation of the Qur’an except in Ramadan?

It is recommended to complete the recitation of the Quran (khatm al-Quran) in Ramadan (definition) and at other times, but doing so in Ramadan is superior due to the excellence of the time. Acts of obedience are amplified according to the time and place. It has been narrated that Malik would leave his companions of hadith (definition) in Ramadan and turn to reciting the Quran, and that Al-Shafi'i used to recite sixty complete ختمات (khatmas). Completing the Quran in Ramadan is not an innovation, even if one does not maintain such a commitment outside of Ramadan. The Prophet, peace and blessings be upon him, used to dedicate special acts of worship to Ramadan that he did not dedicate to other months. Gabriel used to review the Quran with him during Ramadan, and he reviewed the Quran with him twice in the last year of his life.
