Is a ransom (fidyah) or a compensatory sacrifice (dam) incumbent upon someone from Al-Khobar who intended to perform Umrah, then was seconded for work in Jeddah, and then returned to Al-Khobar without performing Umrah? And if he resolves to perform Umrah from Jeddah, is he required to enter into a state of ihram from the miqat of the Eastern Province, or can he enter into ihram from Jeddah?

There is no obligation on one who travels to Jeddah for work and was hesitant about performing 'Umrah (definition). He may return to his home after his work without performing 'Umrah, or he may enter into the state of ihram (definition) for 'Umrah from Jeddah if he wishes. If he enters into ihram for 'Umrah, he must complete it, due to Allah's saying: "And complete the Hajj and 'Umrah for Allah."
