Do those who permit a woman to uncover her face with kohl also permit makeup and dyes?

Scholars have differed regarding the apparent adornment (al-zinah al-dhahirah) that a woman is permitted to display to non-mahram (definition) men. Some said it refers to clothing, while others said it refers to the face and hands, such as kohl and a ring. However, no scholar has ever permitted a woman to adorn herself with makeup in front of non-mahram men, because it involves a clear increase in beautification and display of adornment (tabarruj bi-zinah), which is prohibited, even for elderly women, due to Allah’s saying: "and not display their adornment except what is apparent thereof."

Some scholars differentiate between the face and the adornment on it. They permit displaying the face on condition that it is free of kohl and other adornments. If it contains adornment, then it must be covered. Sheikh Al-Albani emphasized that the exception of the face and hands is conditioned on the absence of adornment on them; otherwise, they must be covered, especially in this era where women have excelled in adorning their faces and hands with various types of prohibited adornments and dyes.
