Is it permissible to pay Zakat to a young man who has incurred debt due to traffic violations, knowing that this debt prevents him from obtaining a job or employment until it is paid off?

Traffic fines are considered debts owed by those who incur them. It is permissible to give them from zakat if two conditions are met: First, the debtor does not possess the means to pay off their debt. Second, they repent from the violation and do not show contempt for it, or the violation was unintentional. If the debtor incurred debt due to a sin and then repented, it is permissible to give them from zakat.
