Is it permissible for me to reside in non-Muslim countries due to the security situation in my country?

Residing in non-Muslim countries is impermissible for someone who cannot perform the rituals of their religion or fears temptation for themselves. As for someone who does not feel secure for themselves, their religion, or their family in their own country, and cannot find a Muslim country to shelter in, or it is difficult for them to do so, there is no sin upon them in emigrating to disbelieving countries if they can ensure their safety and religion there. They must preserve their religion and identity and avoid temptations. If it is possible to return to their country without temptation or harm, then returning is more preferable. Nevertheless, scholars have permitted leaving one's homeland and not enduring tribulation, as an inference derived from the permissibility of fleeing from an enemy and not succumbing to pain.
