This is based on the statement of Umm Atiyyah (may Allah be pleased with her): "The Messenger of Allah (peace be upon him) commanded us to bring them out on Eid al-Fitr and Eid al-Adha: the young virgins, the menstruating women, and the secluded women. As for the menstruating women, they should avoid the prayer and witness the goodness and the supplication of the Muslims."
