The meaning of the testimony that there is no god but Allah is: negating the entitlement to worship from everything other than Allah and affirming it for Allah, the Almighty. In short, its meaning is: there is no true god but Allah.

And the meaning of the testimony that Muhammad is the Messenger of Allah is: the firm belief in the heart and tongue that Muhammad, peace and blessings be upon him, is the servant of Allah and His Messenger to all mankind. One must believe him in what he has conveyed, obey him in what he has commanded, desist from what he has forbidden, and worship Allah only through what He has legislated.

As for the meaning of "I bear witness," it revolves around: judgment and decree, declaration and clarification, and informing. It has four levels: 1. Knowledge, understanding, and belief in the truth and certainty of what is witnessed. 2. Speaking about it and articulating it. 3. Informing others about what has been witnessed, conveying it to them, and clarifying it for them. 4. Obligating others with its content and commanding them to adhere to it.

As for advice for those suffering from waswas (obsessive whispers) regarding the two testimonies or anything else, its foundation is to completely disregard these waswas.
