"Whoever performs ablution and wears a khuff (a leather sock), then wears another khuff over it before nullifying their ablution, may wipe over the second khuff. However, if they wear the second khuff after nullifying their ablution, they may not wipe over it; instead, they must wipe over the first khuff.
Scholars have differed on whether it is permissible to wipe over the lower khuff if the upper one is removed. The Hanbalis held that it is not permissible, while others considered it permissible.
Sheikh Ibn 'Uthaymeen preferred that if the upper khuff is removed, the lower one should also be removed when performing ablution."
