The majority of scholars hold that a suspended divorce occurs upon the fulfillment of the condition. If this divorce does not complete the three divorces, then the husband may reconcile with his wife before her waiting period expires. There is another opinion held by some scholars, such as Sheikh al-Islam Ibn Taymiyyah, who holds that an oath of divorce made with the intention of emphasis does not effect a divorce upon breaking the oath; rather, it necessitates an expiation for breaking an oath.
