The answer

Usury is not permissible except in cases of dire necessity where there is a fear of perishing or suffering severe harm, and what has been mentioned does not reach the level of legitimate necessity. A debtor facing hardship must be granted respite, and borrowing with interest to repay a debt is an even worse transgression. Whoever fears Allah, He will make a way out for him and provide for him from where he does not expect. To help in repaying debt, there are authentic supplications, including: "O Allah, suffice me with Your lawful provisions against Your unlawful ones, and enrich me by Your grace, making me independent of all besides You," and "O Allah, I seek refuge in You from anxiety and sorrow, and I seek refuge in You from inability and laziness, and I seek refuge in You from cowardice and stinginess, and I seek refuge in You from the burden of debt and the oppression of men."
