Is it permissible to wear a garment during Ihram to avoid the problem of delaying purification from urine?

The state of Istibra (waiting for urine drops to cease) varies from person to person. If the mentioned delay is natural, meaning the urine continues for this period and then completely stops, then it is not permissible to wear what is forbidden to wear during the state of Ihram. However, if the urine does not stop, or if it stops and then returns such that one cannot be sure it will not flow during Tawaf, then it is permissible to wear what prevents its flow, and a fidyah (expiatory offering) is due.
