What are the consequences for someone who intended to perform Hajj and stipulated, "If I am prevented by an impediment, then my place is where I was prevented," but did not wear the ihram garments and performed tawaf and sa'y for his wife, then decided not to perform Hajj due to the unavailability of a place for him in the campaign; and is the unavailability of a place considered an impediment?

You erred by remaining in your clothes after assuming ihram (definition), and this is a light regard for the sacred rites of Allah. You are obligated to repent and regret what you did, and to resolve not to return to it, in addition to a fidyah (definition) (a sheep to be slaughtered and distributed among the poor of the Haram (definition)) for committing one of the prohibitions of ihram (wearing sewn garments). The absence of space in the campaign is not an excuse to abandon Hajj after assuming ihram. If you are unable to perform the rituals, you can exit ihram by performing Umrah (definition) and then perform Hajj the following year, or slaughter a sacrificial animal (hady), shave or shorten your hair, and exit ihram if you are prevented (muhsar).
