The categories for Zakat distribution are specified in the Holy Quran. A debtor (gharim) is an indigent person who cannot find what to pay off his debt with. If he owns land or an apartment, he must sell them to pay off his debt and is not eligible for Zakat, because Zakat is for the poor who do not own enough to suffice them. The debt related to his mother’s maintenance should be paid first from her own money, and settling his debt takes precedence over executing her will for donation.
