What is the significance of the symptoms that appear on the husband when hearing the legitimate ruqyah, can they be due to the evil eye or sorcery, and what should be done about it, knowing that the husband refuses to recite ruqyah himself?

It is not possible to definitively ascertain whether what afflicted the husband is an evil eye or sorcery. Therefore, it is recommended to consult righteous Islamic exorcists (Ruqāt Shar‘iyyīn) who are known for their piety and sound belief.

It should also be noted that Allah tests His servants to raise their ranks and expiate their sins. Thus, a believer must be patient and content with Allah’s decree and destiny, while also taking the permissible means for treatment, such as Ruqyah.
