Performing Hajj and on behalf of deceased parents is among the greatest acts of proximity (to Allah). It is not permissible to share a single Umrah for more than one person; rather, each person must be designated a separate Umrah. If the questioner wishes to perform Umrah for her mother and for herself, she should first perform Umrah for herself, then go to Tan'im and perform Umrah for her mother. It is permissible for whoever wishes to perform Hajj or Umrah on behalf of another to perform Hajj or Umrah from any country they wish.
