Is it permissible for a Muslim doctor to treat a person suffering from a disease resulting from illicit sexual relations, and is it permissible to dispense condoms to such individuals, knowing that it might encourage them to commit immorality?

A person afflicted with a disease due to illicit relationships should be treated, because their right to treatment as a human being does not cease due to sin. If a disbeliever is treated, even though their disbelief is the greatest of sins, then it is even more fitting that someone who has committed a sin less than disbelief should be treated. The Muslim physician should seize the opportunity to explain the dangers of illicit practices. However, providing contraceptives to someone known or suspected to want them for immorality is not permissible, as it is aiding in sin. Allah Almighty says: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression."
