The answer

The ruling on selling high-heeled shoes is contingent upon the ruling on wearing them. If it is permissible to wear them, then it is permissible to sell them; otherwise, it is not, based on the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." Elaboration on the ruling concerning their wear:

1. If they cause harm to the wearer, then it is not permissible for either men or women to wear them, based on the Prophet's (peace be upon him) saying: "There should be no harm nor reciprocating harm." 2. If they do not cause harm: There is no objection to men wearing them. As for women, it is stipulated that the heels must not be a cause for attracting the attention of non-mahram men, whether by their sound when walking or their color, based on the Almighty's saying: "And let them not strike their feet so as to make known what they conceal of their adornment." The wisdom behind this is to prevent a woman from attracting men's attention to her in any way.
