What is the ruling on masturbation and not marrying, out of fear of having children who would suffer in this life, especially with the presence of illnesses that prevent fasting, and psychological deterioration that reaches the point of wishing for death and abandoning prayer?

The practice of masturbation is forbidden (haram (definition)). Marriage is obligatory for whoever fears falling into the forbidden if they are capable of it, for marriage helps in preserving one's chastity and protecting oneself from the forbidden. A person's fear for their children is not an excuse to abandon marriage; rather, they must raise their children and make them slaves to Allah. Abandoning prayer and hating one's parents are major sins. Suicide is a grave crime and not a solution to problems; instead, one must be patient and content with Allah's decree.
