What is the ruling of Islamic law and the law regarding seeking a divorce from a husband who abandons his wife and children and neglects them for money, which has resulted in the wife's hatred for her husband?

A husband is permitted to travel and be absent from his wife for a period not exceeding six months without her permission, based on the hadith of Umar ibn al-Khattab, may Allah be pleased with him. However, any period exceeding this duration is not permissible except with the wife's consent, unless the travel is obligatory, like Hajj, or necessary for seeking livelihood, provided he leaves behind maintenance and a mahram for the woman. Accordingly, if the husband possesses sufficient means, he is not permitted to travel for more than six months without his wife's permission. If he refuses to return, and she is harmed thereby, she is permitted to request a divorce.
