What is the ruling on someone who performed Umrah after their marriage and experienced a frequent discharge of pre-seminal fluid (madhy), so they performed ablution (wudu') for the circumambulation (tawaf) and the madhy was discharged twice, then they completed their Umrah considering it a necessity, and then had intercourse with their wife after returning?

Madhy (pre-seminal fluid) is impure and invalidates ablution (wudu'). However, if its discharge is continuous and does not stop, then its ruling is similar to that of urinary incontinence or irregular vaginal bleeding (istihadah). In such a case, a Muslim should tie something to prevent the madhy from coming out and then pray and circumambulate the Kaaba according to their condition. Their previous circumambulation is valid, just as the prayer of someone who prayed while unknowingly having impurity on them is valid. The repeated discharge of madhy might be due to a medical condition or due to lust. A Muslim must be cautious about this and avoid the causes of its discharge.
