What is the ruling on delaying the making up of days from Ramadan until the start of another Ramadan, and is it obligatory to hasten to pay the fidyah, and to whom should it be paid?

If the making up of missed fasts is delayed without a valid Shar'i excuse, then along with making them up, an expiation for delay becomes obligatory, which is feeding one poor person for each day. The missed days must be made up before the next Ramadan. Continuity in making them up is not obligatory, but it is recommended. If another Ramadan arrives and the missed fasts have not been made up, the fidyah (expiation) does not double. It is recommended that the feeding coincides with or follows the making up of theasts. It is permissible to feed before, concurrently with, or after making up the fasts, but it is better to do it sooner as a swiftness to do good. The expiation is paid to the poor and needy. It is permissible to appoint an agent to perform it if the agent is trustworthy.
