Is music and singing permissible or forbidden? And does its ruling differ between men and women?

Listening in the well-known manner is not permissible, for it is a reprehensible act, a deviation, and among the deeds of the ignorant and the devils. Whoever claims it is an act of closeness to Allah has lied and fabricated against Allah. Whoever says it increases spiritual taste is ignorant or a devil. Whoever attributes it to the Messenger should be disciplined. This is not the way of the Awliya' (friends of Allah) but rather the way of the people of amusement, and it must be denounced.
