If they permit other non-mahram women (strangers), there is no objection. The most deserving among them to wash her is her mother, then her grandmother, then her daughter, then the closest relative after that. If two women, both maharim, are present, the one most deserving is she who would be in the position of 'asabah (agnate relative) if she were male.
