It is permissible to solicit donations for building and cleaning mosques, and it is also permissible to agree with a donor to pay a fixed monthly amount voluntarily. Soliciting donations should be done without embarrassment or insistence. General exhortation and explaining the virtue of participation suffice. There is no harm in making a specific request to those with whom one has a connection, without shyness or excessive persistence. As for taking a portion of the donations, it is permissible to pay the wages of workers and employees responsible for the maintenance and cleaning of mosques from these funds. However, those who collect donations are not included in the category of "those employed to collect them" mentioned in the Quran.
