What is the ruling regarding the Hajj of a mutamatti‘ah woman residing in Jeddah who intended Hajj but did not enter into ihram or perform ablution, then traveled to Mecca and began menstruating, and was unable to perform ‘Umrah due to her children, knowing that she will become pure on the 6th of Dhul-Hijjah and stayed in Mecca for 21 days before Hajj? And is Sa‘i and Tawaf incumbent upon her, or offering a sacrifice, or should she intend Hajj by ifrad?

She who intends to perform Hajj and is obligated to enter into ihram (definition) from her miqat (definition) in Jeddah, it is not permissible for her to come to Makkah without ihram. So, whoever passes the miqat without ihram must return to it to enter into ihram from there. If she does not do so, she should enter into ihram from Makkah and offer a dam (sacrificial animal) which is slaughtered and distributed among the poor of the Haram (definition). She can enter into ihram as a mutamatti'ah (performing 'Umrah (definition) then Hajj) if she knows she will purify before the Day of Tarwiyah. However, if the Day of Tarwiyah arrives before she purifies, she should combine Hajj with 'Umrah and become a qarinah (performing Qiran (definition) Hajj), and complete the rituals of Hajj, except that she should not perform the Tawaf (definition) Al-Ifadah until she purifies. Ihram is the intention to enter into the ritual, and not merely the intention of Hajj.
