The verses were revealed according to events, and we may find verses that are placed earlier in the Mus'haf but were revealed later. However, their placement in the Mus'haf's arrangement is by divine command. For example, the verse "Read in the name of your Lord who created" (Surat Al-Alaq, 96:1) was the first to be revealed, yet its placement in the Mus'haf is later. And the verse "And fear a Day when you will be returned to Allah" (Surat Al-Baqarah, 2:281) was the last to be revealed, and it is at the beginning of Surat Al-Baqarah.
