Is it permissible to use everything in the house without seeking permission from parents and a brother? And is it necessary to seek the brother's permission when consuming food or drink that he bought with his own money, or that the mother gave to him?

There is no objection to you using what is in your father's house and eating from his food, as well as your brother's food, as long as you do not know of his disapproval or he explicitly tells you that permission is not granted, whether he bought it with his money or his mother gave it to him. This is supported by the Almighty's saying: "There is no blame upon the blind, nor any blame upon the lame, nor any blame upon the sick, nor upon yourselves, that you eat from your houses, or your fathers' houses, or your mothers' houses, or your brothers' houses, or your sisters' houses, or your paternal uncles' houses, or your paternal aunts' houses, or your maternal uncles' houses, or your maternal aunts' houses, or what you possess keys of, or your friend's house. There is no blame upon you whether you eat together or separately." (An-Nur: 61). Some scholars have interpreted this to mean that it is permissible to eat even if they do not explicitly permit it, because kinship implies their permission, or if their consent is known.
