It is not permissible to keep a dog except out of necessity, such as for guarding livestock, hunting, or farming, based on the Prophet's (peace be upon him) saying: "Whoever keeps a dog, except a dog for livestock, hunting, or farming, will have a measure (qirat) deducted from his reward each day." The mere intention of buying land and converting it into a farm does not permit raising dogs except when there is an actual need for guarding. It is not a condition for this that the farm be close or that the person trains it himself.
