If your uncle is in debt and does not have enough money for his expenses and to pay off his debt, then he is given from the Zakat to pay off his debt. However, if he owns a house and an apartment, then his need for them is considered. If one of them suffices for his basic needs and the other is surplus, then he sells the surplus and pays off his debt from its price, and Zakat is not given to him.

But if his basic needs can only be met by both the house and the apartment, and his salary is not enough to pay off both debts and cover his expenses, then it is permissible to give him Zakat. It is also permissible to give your uncle voluntary charity in all circumstances.
