What is the ruling on a woman who does not wear the prescribed Islamic dress, but rather wears ordinary clothes, without beautifying herself or making a display?

"Tabarruj" (ostentatious display) is the showing of adornment and beauty, whether it be parts of the 'awrah (intimate parts) like the neck, chest, and hair, or non-'awrah parts like the face and hands, except for what is specifically exempted by Islamic law. Tabarruj in all its forms, such as displaying adornment to those for whom it is unlawful to look, walking with an arrogant gait, and wearing transparent clothes that describe the body and incite desires, is forbidden by consensus for anyone other than the husband. For a woman to be safe from tabarruj, she must fulfill the conditions of the sharia-compliant hijab. If she fails to meet any of these conditions, she incurs sin commensurate with her failure.
