Whoever enters Mecca without the intention of performing , then intends it after entering, must go out to the Al-Hill (area outside the boundary) and assume for Umrah from the nearest place to him, such as Al-Taneem. If he then completes the Umrah and exits ihram, and wishes to assume ihram for Hajj on the eighth day of Dhu al-Hijjah, he assumes ihram from his location in Mecca without needing to go to Al-Hill.
