Is it obligatory to wash the penis and testicles and perform ablution after madhy (pre-seminal fluid), even if not for prayer?

It is not obligatory to purify the impurity of madhy (pre-seminal fluid) or perform ablution except when engaging in acts for which purity is a condition, such as prayer and the like. This is based on the Prophet's (peace and blessings be upon him) saying: "I was only commanded to perform ablution when I stand for prayer." It is not obligatory to wash the entire penis and testicles; rather, it is sufficient to wash only the place of the impurity.
