Is fasting three days sufficient as an expiation for an oath for someone who swore on the Qur'an to do a specific thing, but was unable to fulfill it, and does not have the means to feed or clothe a needy person?

An oath sworn on the Mus'haf (Quran) is binding, and if broken, it necessitates an expiation (kaffarah) for the oath. Fasting is not sufficient due to an inability to go out and purchase the expiation. Therefore, one can appoint a trustworthy person to buy food or clothing for ten needy individuals, as representation is permissible in purely financial acts of worship, such as expiations.
