Is it permissible to combine and shorten prayers for a resident in Saudi Arabia for several days each week who does not reside there permanently?

It is permissible to avail oneself of the concessions of travel (shortening prayers, combining prayers, and breaking the fast) under two conditions: that the distance of travel is 84 kilometers from the last houses of the city, and that the traveler does not intend to reside in the place for more than four days, excluding the days of arrival and departure. If one or both of these conditions are not met, then it is not permissible to avail oneself of the concessions.
