Is it permissible for a father to reject a suitor because he lives in a non-Arab country?

The Shari'ah has made the marriage of a woman dependent on her guardian, who looks after her best interests. The general principle is to accept a suitor who possesses piety and good character. However, the guardian considers other matters for the woman's benefit, such as her financial situation or the suitor's nature. Scholars have permitted the woman to stipulate conditions, such as not being taken out of her country or not being traveled with. The guardian may also stipulate this condition for his benefit. Residing in non-Islamic countries may be forbidden or permissible depending on the Muslim's situation, and it carries great risks for religion and morals, especially for children. Therefore, the guardian has the right to refuse a suitor residing in a non-Islamic country.
