What is the connection between the two parts of the noble verse: "And if you fear that you will not deal justly with the orphan girls, then marry those that please you of [other] women, two or three or four"?

The first part of the verse: "And if you fear that you will not deal justly with the orphan girls" (An-Nisa:3), discusses the ruling on a man marrying an orphan girl under his guardianship if he is attracted to her wealth and beauty and fears he might not give her a dowry befitting her status. In this situation, Allah Almighty commanded him to marry other women, as He permitted him to marry two, three, or four, by His saying: "Then marry those that please you of [other] women, two or three or four" (An-Nisa:3).
