The answer

A person being afflicted by the evil eye does not necessarily require envy to be associated with it. Rather, its effect can occur simply by a glance of admiration and awe without the mention of Allah. A person might afflict with the evil eye those whom they love, such as their family and children, and could even afflict themselves. Therefore, the Prophet, peace and blessings be upon him, said: "If any of you sees something in his brother that he admires, let him supplicate for him with blessings." He also said: "If any of you sees something in himself, or his wealth, or his brother that he admires, let him supplicate for him with blessings, for the evil eye is real."
