What is the ruling concerning a salaried imam who calls the Adhan, then the Iqamah, and then leads the people in prayer, when there is someone present who has a better voice than him but is prevented from calling the Adhan and Iqamah because he is not employed by the mosque?

There is no objection to entrusting the Adhan (definition) and Iqamah (definition) to the Imam, so that he is the one who performs the Adhan, Iqamah, and leads the prayer. Muslims have unanimously agreed on the permissibility and desirability of the Mu'adhdhin also being the Imam. Therefore, if the Ministry of Endowments or the authority responsible for the mosque appoints an Imam who also serves as the Mu'adhdhin and Muqim, there is no harm in that. No one should lead the people in prayer, or perform the Adhan or Iqamah, except with his permission. The resident Imam has a greater right to lead the prayer than others, based on the Prophet's (peace be upon him) saying: "A man should not be led in prayer in his place of authority, nor should one sit on his seat of honor, except with his permission." It is obligatory for the worshippers to unite and be harmonious, avoiding division and dispute.
