Is the "Companion of the Qur'an" meant to be its memorizer or the one who constantly recites it?

The "companion of the Qur'an" is its memorizer who has become accustomed to reciting it, whether by looking at the text or by heart, and who regularly does so. He is proficient in it, meaning skilled and complete in his memorization, such that he does not falter and recitation is not difficult for him due to the quality of his memorization and mastery. It is incumbent upon the Muslim to dedicate his effort to becoming proficient in the Qur'an through companionship, action, memorization, recitation, and tajweed.
