Whoever owns wealth that reaches the nisab and a lunar year has passed over it, zakat becomes obligatory on him. The amount of zakat is a quarter of a tenth (2.5%), even if the money is designated for marriage or building. It is not permissible to give out zakat from his money without his knowledge or permission, because giving out zakat requires an intention.
