Visiting graves is permissible for reflection, remembering death, and supplicating for their inhabitants. The Prophet, peace and blessings be upon him, said: "Indeed, I had forbidden you from three things, but then it became clear to me regarding them. I had forbidden you from visiting graves, but then it became clear to me that they soften hearts, bring tears to the eyes, and remind of the Hereafter, so visit them, but do not speak ill." It is permissible, even recommended, if it is free from religious prohibitions, such as intending to supplicate at them or supplicating to the righteous deceased buried there.
