Is visiting graves and reciting the Qur'an over them permissible or forbidden?

The lowest degree of visiting graves is lamentation. The Prophet permitted visiting them because they remind one of the Hereafter and death. As for reciting the Quran over the grave in the customary manner, by hiring a reciter, this is not permissible and is an innovation (bid'ah). However, reciting the Quran for the deceased and dedicating its reward to them is permissible according to the majority of scholars, though supplicating for the deceased is closer to the Sunnah (definition).
