Is it permissible to circumcise a girl with a Shar'i (Islamically lawful) circumcision without her father's consent or knowledge?

A father should not refuse his daughter's circumcision, as female circumcision is recommended (mustahabb) and holds clear benefits for them. This is indicated by the hadith (definition): "Do not cut severely, for that is more pleasing to the woman and more beloved to the husband." The intent behind it is to moderate a woman's desire. The mother should try to convince the father, but if he insists, the girl should not be circumcised without his knowledge, because the father is the guardian of the minor.
